Joy Chen


Joy Chen earned her Master’s degree in Computer Engineering from the University of Maryland, College Park, in 2000, and spent 17 years building a distinguished career in telecommunications, defense, and electrical engineering. Her technical background has equipped her with a strong sense of logic, confidence, integrity, and a commitment to success.

Today, as a top-performing real estate professional, Joy leverages her analytical skills and technical expertise to specialize in residential and commercial real estate brokerage, property management, and real estate investment and development. Her ability to meticulously assess properties, identify potential issues, and develop strategic solutions ensures that every real estate venture she undertakes is grounded in sound principles and best practices.

Joy’s engineering background also enhances her credibility and fosters trust among those she works with. People recognize the unique perspective she brings to problem-solving, innovation, and attention to detail, making her a valuable asset to the community.

Beyond her professional achievements, Joy is deeply committed to community service, dedicating significant time and energy to initiatives that uplift and support others. Since 2017, she has served as a board member of the Coalition of Asian Pacific Americans of Virginia (CAPAVA), where she has played a crucial role in advocating for community services, educational opportunities, and promoting cultural awareness. In 2020, Joy was instrumental in organizing donations of personal protective equipment (PPE) to first responders, local hospitals, fire departments, police stations, schools, and shelters. Additionally, she has helped organize numerous community events, including Asian Heritage Month celebrations, voter registration drives, and other educational and cultural programs. Her leadership as Vice President of CAPAVA since 2023 highlights her dedication to empowering the community and fostering a supportive environment for families.

In addition to her work with CAPAVA, Joy holds several other significant roles in the community. She is the founder and President of the Greater Capital Area Investors Association (GCAIA), where she guides investors and promotes financial literacy and growth within the region. Joy also serves as Vice President of the Hunan Association of Greater Washington, where she works to strengthen cultural ties and support the Hunanese community in the area.

Joy is also a board member and Vice President of the Asian Pacific American Chamber of Commerce, focusing on advancing economic development and opportunities for Asian Pacific American businesses. Her efforts have been instrumental in bridging the gap between diverse communities and the broader business world, contributing to a more inclusive and dynamic economic landscape.

Passionate about youth development, Joy serves as the Advancement Chair of Boy Scout Troop 55. In this role, she mentors young scouts, guiding them toward achieving their goals and instilling values of leadership, responsibility, and community service.

Joy’s unwavering commitment to her community shines through in every role she takes on. Whether in her professional endeavors or volunteer work, she consistently seeks to make a positive impact. Joy, along with her family and two children, resides in Northern Virginia, where they remain active and engaged members of the community.
